    substance, the possession of or trafficking in which has been prohibited under the Narcotic Control Act; That notwithstanding these measures and the competent en- forcement thereof by the R.C.M. Police and other en- forcement bodies, the incidence of possession and use of these substances for non-medical purposes has increased and the need for an investigation as to the cause of such increas- ing use has become imperative.
