    99. It is tlie duty of all ofticevs to treat prisoners with kind- Geneml 110S.S and humanity, to listen patiently to and report their com- ])laints or grievances, at the same time being firm in maintaining order and discipline, and enforcing complete observan(^_ of the rules and regulations of the prison. The great object of reclaiming the criminal should always be kept in view by all othcers, and they should strive to acquire a moral influence over the prisoners, by performing their duties conscientiously, but without harshness. They should especiallv try to raise the prisoners’ minds to a proper feeling of moral obligation, by the example of their own uniform regard to truth and integrity, even in the smallest matters. 100. An officer shall, without delay, inform the governor of any prisoner who desires to see him, or to make any complaint governoi-. or to prefer any request to him or to any superior authority. 101. It is the duty of every officer to direct the attention Duties as to of the governor to any prisoner who appears to be out of health, ofliealth. although he does not complain, or whose state of mind appears to be deserving of special notice and care, in order that the opinion and instructions of the medical officer may be taken on the case. 102.'—(1.) Officers shall at all times carefully watch the Duties as to prisoners in their various movements and employments, shall supervision give the necessary directions thmeon, and shall use the utmost alacrity and vigilance to promote industry, and to maintain order and silence among them and to prevent the escape of any prisoner. (2.) Officers shall carefully observe the character, habits, and industry of the prisoners under their charge, and shall carefully and impartially keep such records as may be ordered, and shall afford at all times to their sujieriors unreseiwed information on such subjects. 103.—(1.) An officer shall not strike a prisoner, unless com- pelled to do so in self-defence. (2.) In any case in which the application of force to a ])risoner is needful, no more force than is necessary shall be used. (3.) An officer shall not inflict any punishment or privation of any kind upon any prisoner unless ordered by the governor. Rules as to striking pi-i- soners or using force or inflicting punishment. 101. An officer shall not fail on any pretence whatever, through favour, or mistaken notions of kindness, to make an immediate report to the governor or other his superior officer, of any misconduct or wilful disobedience of orders. Duties as to reporting misconduct 105.—(1.) An officer shall not allow any familiarity on the I’^rniliarity part of a prisoner towards himself or any other officer or servant ^ners^or in. of the pnson, nor shall he on any account speak of his duties, tercourse or of any matters of discipline or prison arrangement, within the T^i^h their hearing of a prisoner friends for- ° ^ bidden.
