    s course the births of all Christian Dissenters from the Established Church, of all Catho- lics, of Jews, and of all those who are of no religion, are not comprehended in the pa- rochial register : yet such various descrip- tions of persons constitute a very large pro- portion of the population of the metropolis and its environs. This defect in the annual bill might be corrected likewise by a regulation, compel- ling every person to give notice of the birth of a child to some municipal officer, under a penalty for neglecting to do so, recover- able by information on oath, as in the other case. As, for the reasons already assigned, no accurate calculation can be made of the comparative number of births to burials from the bills of mortality, so any conclu- sion upon the subject must be drawn from the burials only, assuming as a datum that the births and burials are equal.
