    One often wishes that members of the public, who quit© reasonably may have strong feelings about their individual complaints, realised how limited in effect are the powers of the Council’s officers when dealing with such defences as all reasonable means” or best means practicable*” The demand is often heard that something must be done immediately” but is it really wishedi that the Council through its officers should have dictatorial power?
