    To the Sanitary Committee of the JVorcestershire County Council\ Mr. Chairman, My Lord and Gentlemen, I have the honour to present my Fifteenth Digest of the 62 Annual Reports of the Medical Officers of Health (30) and Sanitary Inspectors (32) in the Administrative County, which refers to the year 1903. The Medical Officers of Health are required by Section 19 of the Local Government Act 1888 to send you copies of these Reports, but the same obligation does not devolve upon the Inspectors; so I again express my indebtedness to the latter for so courteously comply¬ ing with the request you instructed me to convey to them, that they would not only do so, but also make use of the Tabular Form I pre¬ pared some years back, after conferring with their representatives. This Report is issued as decided upon by the Special Com¬ mittee, who were appointed to consider whether or not the cost of printing and form of it could be altered with advantage; and it will be seen that no material change of style was deemed advisable. The following changes in the Sanitary Staff occurred in 1903 : A third Inspector was appointed for King’s Norton and Northfield Urban District. Mr. G. J. Edmundson succeeded Mr. C. J. Jefferies as Sanitary Inspector for Stourport Urban District. Messrs. Whitmore and Cox succeeded Mr. S. Knight as Sanitary Inspectors for Bromsgrove Rural District. Mr. F. D. Inskip succeeded Mr. H. Matthews as Sanitary Inspector for Martley Rural District. The Local Government Board have intimated that the Medical
