Horace Horsecollar was a regular character in Disney films from 1930 to 1942, after which he disappeared (until he was revived in 1983). The reason for his use in this 1943 poster was therefore the pre-existing phrase "work like a horse"

The California War Council was created in 1943 under the U.S. War Powers Act of 1943 to organize civil defense in California in the absence of the usual emergency services on war service in the Pacific. It was later succeded by the Disaster Service Worker Volunteer Program (DSWVP), under the Governor’s Office of Emergency Services (Disaster Service Worker Volunteer Program (DSWVP) guidance, 2001, pp. 5-6). This poster therefore appears to be aimed at a non-military audience
