    3- No queftion fhall be put on any mo¬ tion, unlefs the motion be feconded. 4. No refolution, except thofe already mentioned, fhall be valid, until it fhall have been approved of at two meetings. 5. When the determination of the fociety is required on a queflion, it fhall be in the power of any fellow to demand that it fhall be taken by ballot. 6. No refolutions which may be made at any meeting of the fociety fhall be valid, unlefs fix fellows be prefent. 7. All fines fhall be paid to the trea- furer, and applied to the general ufe of the fociety. 8. Any perfon who intends to fpealc in the fociety, fhall rife up and addrefs him- felf to the prefident. 9. When two or more offer to fpeak at the fame time, the prefident fhall determine which of them fhall deliver his fentiments firft. 10. On a motion being made and fe¬ conded, any fellow may demand the fenfe of the fociety being previoufly taken whether fuch queftion fhall be put. 11. All matters of complaint fhall firft be laid before the council, who fhall bring fuch
