Report titled "Report of a Committee Appointed by the Secretary of State to Inquire into the Best Means Available for Identifying Habitual Criminals; with Minutes of Evidence and Appendices", HMSO, 1894. Inscribed on cover "E. S. Galton from Francis Galton March 18/ 94", presumably Emma Sophia Galton. The section of the report on fingerprinting is based largely on Galton's work. There is also a section in the Minutes of Evidence recording the evidence Galton gave before the Committee.
