    Chapter III Public Finance and Taxation The Government financial year runs from 1st April to 31st March. The Annual Budget is in three parts. Territorial Estimates cover recurrent and minor capital items of expenditure by Government departments. Detailed estimates of revenue are also shown. Secondly there are Loan Estimates dealing with major capital works such as roads. Finally there are Commonwealth Development and Welfare Fund Estimates for various projects in the fields of land use, education, medical services and public works. Revenue and Expenditure over the past three financial years may be summarised as follows.
