    of the excavations, foundation, concrete over the site, and building- in course of erection, certificates being- granted for occupation upon satisfactory completion. The revision of the Byelaws, which was reported to have been under consideration during 1908, has not been completed. Population. The population has been estimated as before from the actual number of houses in occupation in the middle of the year, and the average number of occupants per house as shown at the last census. This gives an estimated popula¬ tion for the middle of 1909 of 6,858, an increase during- the year of 506. Births. One hundred and fifty-six births were registered, giving a birth rate of 22.7 per 1,000 persons living. This, although above the rate for 1908, is below the average for the past ten years, and shows that Leigh is no exception to the general tendency in the country to a lower birth rate. Deaths. Sixty-seven deaths were registered last year as occur¬ ring in Leigh, the death rate being 9.76. Five deaths of persons belonging to Leigh occurred in the Infirmary at Rochford, giving a nett death rate of 10.5, which, although slightly higher than last year, is a remarkably low rate. The chief causes of death (Table IV) are heart disease, phthisis and cancer. One death only occurred from noti¬ fiable infectious diseases, though forty-six notifications were received. Twelve deaths were caused by heart disease, ten from consumption, and seven from cancer. Age at Death. Forty-five of the total seventy-five deaths were above the age of twenty-five, and thirty-three above sixty-five. Ten were over eighty, and two over ninety. The average age at death was 49.5.
