The care of children whose mothers were infected with rubella whilst they were pregnant and were born with mental handicap and are deaf and blind. Includes children being cared for in their own homes by parents, at special units with teachers, at play and training centres for those who have left school. A general appeal for funds and people to train as special teachers is at the end of the programme.
