    -16- M I S C E 1 L A E E 0 U S Under this heading I wish to make brief comments on other matters which form part of the Departments duties. The Litter Act, surely one of the shortest pieces of legi- slation, came into force during the year and gives this Authority powers to deal with part of a serious problem, a study of the Act will show how limited those powers are. The licensing of plant under the Waste Foods Order was completed early in the year. All that is now required is for these plants to be supervised. Uo action was colled for in respect of the Heating (Fireguard) Appliances Act, or the licensing and supervision of Pet Shops.
