Description

Attorney general of Hong Kong, 1862-1873. British ambassador to the United States 1889-1902, in which post he took a prominent part in arbitration on the jurisdiction over the Bering sea claimed by Canada, the frontier between Venezuela and Guiana, the Cuban War of 1898, and the legal status of the Panama Canal. Portrayed at his Foreign Office desk at a time when "every working day he received the day's dispatch boxes in the morning at his home at 14 Cromwell Place and minuted the incoming correspondence, then some 60,000 items a year, for the secretary of state. He would then lunch and set off for the office at a quarter to two, remaining at his desk until seven o'clock or later" (Oxford dictionary of national biography)
