In March, the Oou:--cil s-t up a Caro of Children Coiinittoo to be respons for the provision and naintcnance of Children’s Holios, for Boarding Out (uiider t Children and Young Persons and Poor Law -tots), for Child Life Protection, for th Local Authority’s functions with regard to adoption, for keeping records of ell deprived children in the Council’s area, inclucing particulars of those in voluntary hones, for the provision of Reuand Hone .>cco:.j-:odri.tion, and for all matters concerning children and young persons deprived of c normal hone life. No alteration was r.iadc in the existing arrarigenent under which the Medical Offic of Health was designated as the Officer responsible to t-m Council for all matte concerned with children and young persons, of viiatever age, for vjhom the Council was responsible, Cavendish Locl^.e, Cavendish Plac--, p7;oniises used in pre-vjar days as an Ear, Nose and Throat Hospital, ‘were purchased in July and opened in Novcr.ibor as a Home with accorniaodation for twenty-six aribulant aged men. This is the first stage in the provision by the Council of accoLinodation of the type, with a more homely atmosphere, now considered entirely desirable for folk in the eventide of their lives, Nor the greater part of the year the majority of the old folks for whom the Local ^iUthority was responsible were accomnodatod in 3t, Luke’s Hone, Cliff Road, or at St, Mary’s Hospital, T’.u', first Medical Officer of Health was appointed in Liverpool in 184(7 and this year we arc celebrating the Centenary of the Public Health Act of 1848, which provided the first statutory recognition of the Public Health Services, Much has happened in the field of preventive medicine in the last hundred years and the steps taken to safeguard the health of the individual and of the cor.imunit have been of inestimable value to peoples all over the globe. Much still rauaine to be done. The fight against disease must go on, and though the revolution of the National Health Service .Sot of 1946 has relieved Local Health Authorities anc their Medical. Officers of Health of some of their former responsibilities, such as, for example, the provision of hospital accoraraodation, I aie entirely satisfied that there remains plenty for them to do in the preventive field.
