![9 t 6 ] CHAPTER V Urban Sanitation High prices and shortage of labour and material made it difficult to maintain municipal conservancy at a proper level, and local schemes of housing and town planning tnade little headway. There is a certain amount of smoke-nuisance in Farrukhabad town from furnace for manufacture of brass and copper utensils. Provision of chimneys is being insisted upon in such cases Considerable improvement in abatement of smoke-nuisance in Kanpur city has been brought about in recent years, the rate of discharge of black smoke having been brought down from 13,2 minutes per hour per chimney in 1941 to 3.01 minutes per hour per chimney in 1948, Conversion of habitation waste into agricultural Compost — was in operation at 170 urban centres of population, besides refugee camps. Material arising during village fairs are also being made use of for the purpose. Subsidies originally allowed by Agricultural department to popularise its use are being reduced, as its value as a fertilizer is being realised. Field experiments were continued on Government and private farms, and confirmed that the application of one ton of dry compost yielded about one maund of extra food grains. Municipal towns are taking in¬ creasing interest, but shortage of land, transport and sweepers’ rights over their pe fonal collections in certain towns are causing difficulties. Where land is taken far out o the city, and transport proves difficult, boards are being given loans by Government to purchase vehicles. Expenditure by Municipal Boards on Public Health.
