Notes

Consists of an anonymous letter, with introductory text and an affidavit signed Philip Withers, dated 13th Feb. 1789 and 11th Feb. 1789 respectively. The affidavit (p. 4) states: "I hereby declare that the letter annexed was brought by the penny post, that I am totally ignorant of the author "
