The Chief of the Bureau of Medicine and Surgery is charged with the supervision and control of everything relating to the treatment of sick and wounded in the Navy, and also with the construction, repair and improvement of Hospitals, Hospital grounds, &c.; the Instructions herein contained, will, therefore, in all matters to which they relate, be the rules of procedure to all Officers of the Na's'j whom they may, in any wise, concern.
