Description
The bear seems to represent Russia, and the lion possibly Great Britain. The reference may be to Russian attempts in 1870-1871 to overturn the clauses in a Paris 1856 treaty which deprived Russia of navigation rights in the Dardanelles (Bederman, op. cit.)
