    Leamington Spa. July 15th, 1970. To the Council of the Rural District of WARWICK Mr Chairman, Ladies and Gentlemen, I have the honour to present to you my annual report upon the health of your district for 1969. The year has been a satisfactory one in regard to low mortality and morbidity. A large increase of population took place which owed little or nothing to natural increase so that families are still moving into the area. This has made itself felt in regard to the extra refuse collection from these new households. Moreover an excessive amount of garden refuse is still being placed in bins to say nothing of the refuse put out in various kinds of con¬ tainers other than a sanitary dustbin. When householders complain of delayed collections, they fail to take account of their own share of responsibility for any shortcomings. The length of the section of the report concerning sewage disposal will show another department affected by the population increases. The disposal of wastes from the Royal Show Ground has again been effectively carried out. Regrettably the completion of schemes at Norton Lindsey and Hampton- on-the-Hill did not come about during the year as had been hoped. A tribute was paid in my last report to Mr. E. A. Lyne, who retired on 31st January, 1969 after long and valued service to the Council. The department has also taken leave of Mr. Elkins who had given great help in connection with applications for improvement grants. In conclusion I have to thank sincerely the many members and officers of the Council who have helped me by word or deed during the past year. I am, Your obedient servant, D.
