It should be noted that where the Council require conversion to water closets in cases where water supply and sewers are available within 100 feet of the premises they are required to contribute one half of the cost of the reasonable expenses of carrying out the work where they require the owners to arrange for the conversion and in cases where they intimate that they will make the conversions they are empowered to recover one half of the reasonable cost of the work. It will be realised that the costs for each conversion can vary considerably having regard to whether new structures have to be built, the amount of alteration necessary to existing structures vrhere these are convenient for use, and the amount of water service and drainage required to be constructed. In many cases it is more reasonable to build new structures with short lengths of water service and drains than convert the existing closet buildings which are often situated at the bottom of long gardens.
