    PRESIDENT’S REPORT FOR 1946. T HAVE pleasure in presenting the 73rd Annual Report and ^ Accounts for the year 1946. 1946 can be truly said to have been a momentous year in the annals of the Hospital Service. The National Health Bill was published in the Spring, and after having been debated in and out of Parliament in Novem¬ ber became the Act, amended and approved in some particulars from its original form, but remaining substantially the measure first introduced by the Minister of Health. There is little doubt that the Act will duly come into operation in 1948. In the meantime it is the duty of your Board to maintain the Hospital at its present efficient level, and it looks forward with confidence to those many friends of the Hospital who in the past have given help in so very many ways, to continue their assistance until such time as the Hospital system is absorbed into the State Service. Obituary. Your Committee record with deep regret the death of one who in the past gave great service to your Hospital. I refer to the late Pay-Master Rear Admiral H. M. C. Elliott, Chairman of the Hospital from 1933 until 1945 and a member of the Board of Management from 1933 until 1946. The news of Admiral Elliott’s death followed very swiftly on that of Mrs. Elliott. No words of mine are adequate with which to refer to the splendid service rendered by both these friends, and I can only say that by their passing the institution which they both loved, is the poorer. To perpetuate their memory, your Board have agreed to place a Memorial Plaque in the Hospital Chapel, a building which the late Mrs. Elliott took so much interest in, and which it was her heart’s desire to see built. In the early part of 1947, Miss Mabel Wilkinson of “ Frank- held,” Seal Chart, passed away. It will be recalled that for very many years, the late Miss Wilkinson gave much of her time and did much wonderful work for the Hospital. It is difficult for me to say just how much we owe to this lady for her devotion to the Sevenoaks Hospital, and it is fitting that your Board have agreed to name the double private ward “ The Mabel Wilkinson Ward ” to her memory. Yet another great supporter passed away in the early part of 1947 in the person of Lord Mildmay of Flete. The late Lord Mildmay had been a Vice-President of the Hospital since its foundation in 1870, and your Board record with gratitude his great services to Sevenoaks and its Hospital.
